General information, not legal or tax advice. Mohla is an independent company, not a government body; each authority decides on its own procedures and fees.

01Why these three matter

The commercial registration makes the company exist, but it is not the end of setup. Under the Commercial Register Law, the licences a registered activity needs must be obtained within 90 days, unless the licensing body sets a longer period. Three registrations come up for almost every company, and each feeds others: banks ask for the National Address, the yearly CR confirmation includes it, and a municipal licence needs the Civil Defense safety licence.

021. The National Address

  • Required: from 1 January 2026, using the National Address is mandatory for every individual and entity.
  • How: it can be registered while the CR is being issued on the business platform, or afterwards on SPL Online or the SPL app — sign in with the CR number and add the address. Proof of the address is printed from the same place.
  • Fees: Saudi Post lists SAR 1,000 a year for a company's main record and SAR 300 for each sub-record, and exempts new companies from the fees in their first year.

032. Chamber of Commerce membership

  • Required: under the Chambers of Commerce Law, every establishment in the commercial register must subscribe to the chamber of its area.
  • Fees: the subscription fee becomes payable three years after the CR is registered, and is then paid yearly. A chamber may suspend its services to a member that has not paid.
  • Certificate: many chambers issue an accredited electronic membership certificate through the Federation of Saudi Chambers' Tujar platform; some large chambers use their own services.

043. The municipal licence (Balady) and Salamah

A company that operates from premises needs a commercial licence from the municipality, issued on Balady together with a safety licence from the General Directorate of Civil Defense.

  • Safety licence: issued on Civil Defense's Safety Portal (Salamah), open to establishments with a valid CR.
  • Balady documents: a photo of the shop front showing the sign; a lease, ownership deed or investment contract (for renewals, Balady asks for a lease registered on Ejar); a sanitation contract for some activities; a safety equipment invoice or Civil Defense safety report; and a copy of the building permit.
  • Timing: Balady lists the service as 10 days; fees come from its own fee calculator.

The licence is later renewed on Balady, from 90 days before it expires.

05The checklist

  • National Address registered, and proof printed
  • Chamber membership active, and the certificate issued
  • Salamah safety licence issued (if you have premises)
  • Balady commercial licence issued, with its expiry date noted (if you have premises)
  • Then the employer files: ZATCA, GOSI, Qiwa and Muqeem — covered in our company setup guide

06How Mohla helps

In Mohla Start, the Chamber, the National Address and the municipal licence are stages of your setup case, after the CR and before the employer files, so you can see each one done in your account. Once you are running, Mohla Comply watches the Balady licence's expiry and the Chamber subscription with your other dates.

Government fees are paid at cost. Mohla's own fee is in the written quote you receive before any work starts.
