General information, not legal or tax advice. Mohla is an independent company, not a government body; each authority decides on its own procedures and fees.

01The company and its employees

The Ministry of Commerce states that a new commercial registration is linked with the General Organization for Social Insurance (GOSI), and GOSI updates establishment data from the Ministry. The employer still has to register each employee: GOSI's business services include "Add contributor" for Saudi and non-Saudi employees, and "Monthly wage update" when wages change.

New workers must be reported to GOSI within the first 15 days of the month after they join.

02Two laws at once

A new Social Insurance Law took effect on 3 July 2024. It applies to people joining the workforce for the first time from that date; employees who already had contribution periods stay under the previous rules, except for the provisions on retirement age, which the new law sets at 65.

So one company can have employees under both laws, with different pension rates.

03What the contributions are

  • Occupational hazards: 2% of the wage, paid by the employer alone, for every worker whatever their nationality.
  • Pension (annuities), for Saudi employees under the previous rules: 9% paid by the employer and 9% by the employee.
  • Pension under the 2024 law, for new entrants: the total starts at 18% and rises by one percentage point a year from 1 July 2025 until it reaches 22% — 11% from the employer and 11% from the employee.
  • SANED (unemployment insurance), for Saudi employees: 1.5% in total, half from the employer and half from the employee.

Under the previous rules the contributory wage is the basic wage plus a housing allowance paid in cash; under both laws it is capped at SAR 45,000 a month.

04Paying on time

Each month's contributions are paid within the first 15 days of the following month.

  • Late payment: a fine of 2% of the unpaid contributions for each month, or part of a month, of delay.
  • Six months late: GOSI's guidance warns that insurance coverage is suspended.
  • Other violations of the 2024 law, such as failing to register: a fine of up to SAR 50,000, doubled for a repeat within three years and counted per affected employee.

05The GOSI certificate

Many dealings with government bodies, such as tenders and licences, ask for a GOSI certificate showing the company is registered and up to date. Employers issue it online through GOSI's "Request certificate" service. The Premium Residency Center's Investor Residency, for example, checks the 10 required employees through the company's GOSI certificate.

06How Mohla helps

Mohla Start registers your company with GOSI as part of setup. After that, Mohla Comply keeps the monthly GOSI payment date on your calendar with reminders before it, and Mohla's team checks GOSI — with Qiwa, Mudad, ZATCA, Balady, the Ministry of Commerce and Muqeem — for fines every 15 days, telling you at once if one appears.

Government fees are paid at cost. Mohla's own fee is in the written quote you receive before any work starts.
