General information, not legal or tax advice. Mohla is an independent company, not a government body; each authority decides on its own procedures and fees.
01What Wage Protection asks
The Wage Protection program covers every worker in private-sector establishments, Saudi and non-Saudi. Each month, the employer uploads a wage file showing that wages were paid.
- Where: through the compliance system on Mudad. The Ministry of Human Resources lists the upload service as free.
- What you need: bank accounts for the establishment and for its employees.
- When: since 1 March 2025, files can be uploaded within 30 days, down from 60. A month that is missed cannot simply be sent later.
The establishment's compliance rate is updated as soon as a file is processed.
02Why it matters beyond wages
Wage Protection compliance is one of the Ministry's conditions for issuing work visas, and the Ministry's program page describes escalating measures for establishments that do not comply, up to stopping its services. A gap in wage files can therefore stop hiring and renewals. Check with Mohla for how the measures apply to your company today.
03Documenting contracts on Qiwa
The Ministry of Human Resources has made electronic documentation of employment contracts on Qiwa mandatory, and it covers all private-sector employees, Saudi and non-Saudi.
- The employer enters the contract; the employee approves it, rejects it or asks for a change through Qiwa's individual services.
- Since 15 April 2026, Nitaqat Saudization rates count only contracts that are documented electronically.
- The Ministry set documentation targets of 85% of contracts from 30 April 2026 and 90% by 30 June 2026.
An undocumented Saudi employee therefore does not help your Nitaqat band, however long they have worked for you.
04A simple monthly routine
- Pay wages through the bank, to each employee's own account.
- Upload the month's wage file on Mudad well inside the 30-day window.
- Document every new contract on Qiwa when the employee joins, and update it when terms change.
- Pay GOSI contributions within the first 15 days of the following month.
05How Mohla helps
Mohla Comply keeps the monthly wage-file and GOSI dates on your calendar with reminders before each one, and Mohla's team checks Mudad and Qiwa — with GOSI, ZATCA, Balady, the Ministry of Commerce and Muqeem — for fines every 15 days. Mohla does not run your payroll.
Mohla's own fee is in the written quote you receive before any work starts.
